Second League Division B - Group 4 (Russia) is one of the geographically formed group competitions at the fourth level of the Russian professional league system under the FNL and the RFU. Regulations: the competition is generally played within a single calendar year, teams in the group play a round-robin league format, with 3 points for a win, 1 for a draw and 0 for a loss. If teams are level on points, positions are determined in this order: head-to-head results (points, wins, goal difference, goals scored), then total wins, overall goal difference, overall goals scored, away wins, away goals, and then disciplinary points (yellow and red cards only). If there is still a complete tie in the current table, the club’s position in the previous season’s final table is used, and if there is still a complete tie in the final table, an additional play-off match (or mini-tournament) is arranged, with details set by the FNL in coordination with the RFU. The team finishing 1st in the group earns the right to move up next season to Second League Division A (Silver group) subject to obtaining an RFU-3A licence, and if the group winner does not obtain the licence or declines participation, that right passes to the 2nd-placed team provided it holds an RFU-3A licence.
